What is CDM

CDM is a modern tool helpingthat helps us to manage traffic flow, flow butand alsomake to ensuresure capacity is not breachedexceeded otherelsewhere. places.Other Likewiseairports also use it is used by other airports to modulateadjust traffic flow toand helpprotect our sectorssectors.

CDM is MANDATORY for ALL online controllerscontrollers, to different extents!

  • ATFCM is the management of CTOTs asand is mandatory for ALL controllers regardless of positionposition, as long as traffic load allows. This is discussedcovered under "Simplified CDM Procedures".

  • A-CDM is the management of TSATTSATs for sequencing withinat the airports, airport, and is mandatory for TWR/GND controllers to the extent feasable.feasible. This is discussedcovered under "Expanded CDM Procedures".

  • The CDM Moduleplugin should always be running regardlessregardless.

Abbreviations and Explanations

CDM: Collaborative Decision Making: patentumbrella term concerningfor flow restriction and planning to ensure appropriate ATC capacity during all phases of flightflight.

ATFCM: Air Traffic Flow Controland Management:Capacity Management: Tool to modulateregulates flights based on sector and airport capacity by useissuing ofCTOTs, CTOTs to modulatemanaging traffic limitationlimits aroundacross Europe.

A-CDM: Airport-Airport Collaborative Decision Making: local airport flow regulationsmanagement based on turnaround and TOBTsTOBTs, toso ensure planesaircraft taxi and take off inwithout a manner avoiding congestion congestion.

EOBT :EOBT: Estimated offOff-Block Time: the planned off-block time: Time filed byin the flightplanflight as planned start up timeplan.

TOBT: Target off block time:Off-Block Time: filedthe time the pilot expects to be ready, set or confirmed by the pilot after(or enteringby airplanethe ascontroller) proposedonce starton up timeboard.

TSAT: Target Start UpStart-up Approval Time:Time: System createdsystem-calculated time for start start-up approvalapproval, to comply with CDM/ATFCMATFCM.

ASRT: RequestedActual StartStart-up UpRequest Time:Time: Timethe time the pilot has requested startstart-up. up,Setting toit searchlets the system look for an earlier TSAtsTSAT.

ASAT: Actual Start-up Approval Time: the time start-up was approved.

CTOT: Calculated Takeoff Time:Take-Off Time: the pilottime shouldthe aircraft must take ofoff, atwithin -5/+10/-510 min, minutes, to comply with ATFCM.

What does it all mean?

Quick Breakdownbreakdown forof the basic rules

EOBT is always filed as part of the flight planplan.

TOBT is filedset and changedupdated during the boardingboarding, as predictedthe expected ready time may be changedmove back and forth. PilotThe pilot can freely choose this time.time freely. It is essentially a "Fine Tuning"fine-tuning" of the EOBT. A controller may also set this time.

TSAT is the time the CDM has targeted for the pilot to start upup. on. ThisIt is based on on:

  • SlotsThe pr.departure rate per hour (set per airport and runway configuration)
  • TaxiThe taxi time to the runway
  • MakingThe extranearest separationfree betweentake-off twoslot, identical SIDs
  • Finding a slot -minus taxi time which istime, as close as possible to the pilot filed TOBT.TOBT

ASRT is purelyset when the pilot requests start-up. It is more than a markerreminder: youit usestops tothe remindflight yourselfbeing pilotinvalidated hasat requestedTSAT, start-uplets the system look for an earlier TSAT, and locks the TOBT against further changes from the pilot.

ASAT is the time hethe haspilot beenwas given startupstart-up which is also in a way a marker.approval.

Pilots KNOW their TOBT (they set it is filed by them)themselves).

Pilots DOcan NOT knowsee their TSAT (Iton the VDGS, but it may CHANGE until start-up is constantlyapproved. changingAlways anduse isthe calculatedTSAT shown in your CDM list, not one quoted by the system)pilot.

What to expect from Pilotspilots

  1. PilotThe havepilot ahas offan off-block timetime, orthe EOBT. This is filed with the flightplanflight plan.
  2. The TOBT is automatically calculated and will initially be identical tofollows the EOBTEOBT.
  3. Pilots willcan accessuse "vats.im/vgdsvdgs" to "Confirm"confirm or update their offTOBT. block time. This should be done by pilotsPilots who want to avoid extensivelong delay, delays should do this, but it is not mandatorymandatory.

Pilots shall call within +/- 5 minutes of their TOBT (the one they know)set).

Start-up shall only be granted within +/- 5 minutes of the TSAT (the calculated one) .
